REQUESTER UNABLE TO REQUEST CHANGES TO COMPLEX PURCHASE ORDERS

We need the ability for Requester to Request Changes, via iProcurement, to Complex Purchase Orders (Services Procurement).  The application needs to encourage online collaboration and track Requested Change Request, using iProcurement, to request changes in Amount, milestone dates, or other PO related changes versus some offline manual request using email or some other method.
