EM 13c: what is the difference between notification and incident rules

Hi,

I am trying to setup emails whenever event reaches threshold.   Example.   tablespace  has a warning at 80% and critical at 90%   .  I need to receive email , when tablespace reaches 80%.  

How do I do that ?  Should I configure this in incident rules.
