Can you use Financial Aid to trigger a payment to a student?

We're non-US and interested in assessing the viability of using the Financial Aid module to use to make Bursary and/or hardship payments to students via AP Single Vendor functionality. This is funds the students are entitled to receive and/or apply for to provide cash in their pockets rather than offset against fees. Every time I search for Student and payment not matter how I frame the question it pulls back applying payments from rather than to a student, I guess there's another PeopleSoft phrase I need.

Currently it's a paper based system and students have to be set up in AP and payments sent over to Finance on spread sheets entered as vouchers and picked up for payment.
