How is EM 13.2 ready for prime-time?

I don't know how EM 13.2 is considered ready for prime time or why the QA is so consistently bad but this is incredibly frustrating to be told to upgrade to 13.2 by Oracle support because it is "more stable than 13.1".

I just upgraded from 13.1 yesterday and patched the OMS with yesterday's monthly patches. Outstanding issues:

1) new opatch 13.9 is unable to be upgraded using normal patching procedures (open bug) - manually upgraded all agent opatch

2) as per instructions, I applied system patch# 25163555 however, the patch analysis runs and informs me "Remove patch(es) 25162444,25291403 from this patch plan". They are they Jan 31 agent and beacon patch. Sweet.
