JDE - Job Execution Detail and parameter markers

I've noticed that in the SQL Statement tab in Submitted Job Execution Detail, that sometimes the submitted parameters/data selection have been substituted into the SQL statement, and sometimes they have not, and only the parameter markers remain.  Is there a setting somewhere (jde.ini,jas.ini etc) that enables parameter substitution.  Is it perhaps at a UBE level?

We running JDE E1, version 9.1, on tools release 9.1.5.9
