How to keep Item on Hold

Hello

How to keep Item  status on Hold in R12 , so  not allowing to perform any kind of material transactions (Sub inventory,WIP completion, Miscellaneous, Move order, Sales Order issue , PO Receipt, ..) and only able to book sales orders for demand purpose.  Making transactable flag = No on Item status will not work out here i hope because when changing the item status back from Hold to active system will not allow due to existing open sales orders.
