IS RDBMS clone file 11.2.0.4.0 compatible with ODA Base 12.1.2.9.0

So  the model is X5-2  ODA machine.

Requirement is that the  db home must be exactly 11.2.0.4.0.

So the question is, is the RDBMS clone file 11.2.0.4.0 on the last row of screenshot below is compatible with the current installed ODA base which is 12.1.2.9.0?

Because on my understanding on the screenshot below is that, its  ODA base release should be 2.8.0.0.0 for a 11.2.0.4.0 DB home ? And ODA base release 12.1.2.9.0  is only with 11.2.0.4.161018 .
