In the Awards Management form, References tab, how is required flag used?

We're on Oracle 12.1.3 and I am hoping someone can tell me how the required_flag field is intended to be used.   We have a reference that we'd like to make mandatory always, but the award template doesn't let us check the required checkbox without filling in the reference value.  Defeats the purpose for new awards.  I've not found much in the documentation about this field.
