Helps does not open and URL is incorrect

I have a customer on 8.11 / TR 8.98.4.11. PSOL was working recently and now for users, if they click on the ? in any application it brings up a blank screen. I am able to login to a workstation with a user acct I copied from user (same roles & AB # ) and it works.
I checked:
1. P98MOQUE - Nothing has changed
2. I checked PSOL service (tomcat) it's running on deployment server
3. I generated logs on FAT client and when I login with test user, I see the help content points back to deployment server
