How to disable Budget Control/funds reservation for internal requisition ?

Hi Experts,

Can you please advise on how to disable Budget Control/funds reservation for internal requisition .

My idea is to have a charge account that has no budget defined or which is not Included in Summary Templates for budget in the destination organization that is requesting ? Is it the right and best way ?

Please advise for Best Solution where I dont need Budget control for  internal requisition ?
