delay in session failover to active standby

We have two node rac with two node standby database(active standby) . We made the read-only connections to look for both the end (primary and standby) .We down the primary but the failover session take 3 mints to reach the standby site. Is it normal behavior or I need to set any parameter to speed up this operation?
