How to disable auto-executing report with several layout tabs?

Hello.

Oracle BI Publisher 11.1.1.7.150120.

Could you please help me, is it possible to disable the autoexecution of the report, when user selects layout tabs in the report? Users want to select the correct layout first, and then change the filter parameters.
