Multilingual Application upgrade from IP 2013 to IP 2016

Hi All,

Currently we have PRM Portal Application and its multilingual with ENU, ESN and PTB language. we have language specific files like htmls and and JS for custom messages in the respective language folders as mentioed below.

/enu/23030/scripts

/esn/23030/scripts

/ptb/23030/scripts

IP 2016, since there are no language specific folders in web server and all are under public folder, how do we display html specific to languages and use JS files?
