F06136 not matching F06136B for some employees Tax type M

We have some employees, not all, that aren't matching between these two files.  For one employee, it worked properly in years, 14 and 15, but not for 16 and 17.  We can't figure out why it's not working for some employees and not all.  The only thing I can think of is the school code not being valid.  Other than the UDC table holding the school code values, is there anywhere else these need to be setup?  9 digit tax area is setup in tax area setup.

Keep in mind, the F06136 is getting updated properly, but the F06136B isn't.
