Where is (or how do I create) a pairsfile to pass to adcfgclone.pl for dbTier?

R12.2.5 TXK delta 7 on 12c

I am interested in performing a promptless adcfgclone appsTier dualfs, and adcfgclone dbTier to minimize the chance of typos and to standardize the cloning process a bit. 

On the apps tier, I found the "pairsfile" listed as $INST_TOP/appl/admin/[SID]_oracleapps.txt

But on the DB tier, I can't find anything to do with a pairsfile.  Do I need to create it or is it out there on the file system somewhere?  If I need to create it, how do I start?
