Oracle JavaVM Component 11.2.0.4.170117 patch 25043019 has conflict with 11.2.0.4.161018

I tried to apply Oracle JavaVM Component 11.2.0.4.170117 patch 25043019 on Windows 64bit but it has conflict with 11.2.0.4.161018 patch 24591646, anyone had similar experience?

Here is the error when checking conflict -
