After 12.2.5 19676458 adop phase=fs_clone fails

In Doc ID 1983050.1 8.1 Path A — Upgrade and New Installation Customers upgrading to Oracle E-Business Suite 12.2.5 Release Update Pack

After the adop phase=apply apply_mode=downtime patches=19676458

States to run the following:

sh $ADMIN_SCRIPTS_HOME/adstrtal.sh

adop phase=cleanup

adop phase=fs_clone

The cleanup ran but the fs_clone is failing. Here is the first error which surprises me because I set up an inventory in /var/opt/oracle and assumed the rapidwiz and patches would insure the application was configured correctly. It all worked well until the fs_clone step. I am not sure if I should change the oraInst.loc on the run edition $ORACLE_HOME to $ORACLE_HOME/oraInventory and create an oraInventory directory there or not.
