AdminServer hangs after domain upgrade using reconfig.sh

So I tried to upgrade a 10.3.6. domain to 12.1.3 using reconfig.sh. The domain appeared to "reconfigure" correctly and I didn't see any errors. When  I start the servers, it hangs at

Feb 6, 2017 2:53:17 PM PST> <Notice> <Security> <BEA-090082> <Security initializing using security realm myrealm.>

Does anyone know what needs to be done to fix that?

I cleaned up the servers folder and /tmp and the existing filesystem has enough disk space.
