After setting up GL to allow tax journals, when try to enter a tax journal the following error occur

After setting up GL to allow tax journals, when try to enter a tax journal the following error occurs.  APP-SQLGL-08198 The tax account for tax code 18_VAT does not exist  The same tax code can be used successfully in Receivables This problem is answered by Doc ID 1307086.1 but did not solve my problem I'm getting the same error. Any ideas?
