opatch 12.1.0.1.0 -> 12.2.0.1.0

I just downloaded opatch 2.1.0.1.0 (the release I selected at MOS) and the file is named:   p24917069_121020_Linux-x86-64.zip

When I cracked it open I find:

> ./opatch version

OPatch Version: 12.2.0.1.8

Is this busted?  The title on the download page says:

OPatch patch of version 12.2.0.1.8 for Oracle software releases 12.1.0.x (installer) and 12.2.0.x (OCT 2016)
ProductUniversal Installer

So, I wondered if they had lumped it into 12.2.0.x opatch.  If so, this would be not nice.
