How is an application not allowed to run in interactive mode when the menu option allows it to?

Menu G08B1, option 4, job to execute is J083800. Batch designation is '0'. What could be preventing execution from the command line. I would like to put this into debug to help me analyze an apparent issue. Produces a report w/o update.
