Could not find Parent Transaction for this Work Order-less component transaction

We are trying to perform a WIP Component Issue and keep getting the "Could not find Parent Transaction for this Work Order-less component transaction". Below are the values that are being inserted into the mtl_transactions_interface and mtl_transaction_lots_interface. We are passing the parent_id and the transaction_batch_id for the finished good and bom component items respectively. Can anyone respond on how to fix the issue.
