How to restrict buyers from creating a new PO from buyer work center ?

Hi,

We use iprocurement.

We do not want buyers to create a PO without associated requisition.

How can we restrict buyers not to create a new Purchase order without associated requisition.

We want the ability to autocreate requisitions into purchase orders but not fresh purchase orders.
