Partially Paid Invoice using Batch processor R03B11Z1A ?

Hello,

I am trying to understand business reason why Batch processor R03B11Z1A is not designed to process partially paid invoice?

would Appreciate your  thoughts and inputs .....

    - reasons why current design does not allow partially paid invoice batch process ?

   - what would be some customization logic to make that happen?
