How to configure a mechanism of distributing sessions

In normal use SA1 must transmit 100% of sessions and SA2,SA3 0 sessions. If SA1 is out of service, traffic must distribute itself between another session agents SA2=50% and SA3=50%. All of session agents are members of one session group.
