6.3.7 - Scalability Active-Active - Anyone seen Agent edits not propagated to both App Servers?

I have configured OTM 6.3.7 in our Test environment:

     F5, Two Web and Two App servers.  Only using App Scalability.  Web Scalability disabled.

Scalability Servlets report zero issues.  All servers Active and Responding.

Since coming online, the application has been very solid and stable.

However, as of recent, Agent edits were required and therefore applied without a problem.

As user continued with their testing, issues would randomly occurring.

In reading through the logs, I can see the error was directly related to the agent edit that was applied.

One of the Application servers was NOT using the updated agent edit.

I attempted to clear all caches using the various servlets.  Still the issue remained.
