Users unable to submit changes within Employee Self Service for W4?

They can get into the ESS, get to the W4 changes screen, make the number change but the submit button does not work.  The button does not "click" and they do not get the message that HR will be notified of the changes. Users are experiencing this submit outage off and on.  Any thoughts or suggestions?
