Payroll action with skipped status

The scenario we have issue with it right now is:

Payroll: Semi monthly

We processed Pay period 03 2017 which is (Feb 01 to Feb 15) on Feb 5 and the terminated employee picked up by this pay run as the employee terminated without Final process date, Now the business as of Feb08th decided to re-hire this employee as of Feb 10 and the user must populate the final Process Date for the previous Employment period before they start the re-hire process and here we have the error as the system is not accepting any date less than Feb 15th which is the pay period end date.
