Serialized at Sales Order Issue item is not expiring when transferred to Internal

Ship a SSO item to Customer. Intsance number 10.

Make a RMA Return for Repair. Instance number 10 with owner = Customer and location = Inventory

Now, company decided to scrap and ship a fresh part.

So I want to tranfer the ownership to internal in IB page. Did that and it transferred the ownership but at the same time expected it to expire that instance. Reason: This is not tracked inside inventory and the ownership is Internal.

Is this not a bug > 12.24 release
