ACA - 1095C Build not populating information.

I have ran the Periods of Employment (R08118) and the F08118 table has information in it.  I have also ran the Hours of Service (R081161), and the F081161 has information in it for the correct  There is information in the F08124 for the current year.  But when we run the submit the 1095 C build from the P08210 the R08119, R08119A, and R08120 are blank.  We are on version 9.2 and tools 9.2.  I have checked the offer and coverage setup and benefit setup and they both look correct.  What else could be causing them to be blank?
