Cannot increase ISO quantity when using item with secondary UOM

We created Internal Sales Order, decreasing the quantity is okay. But when the update is to increase the quantity, a note message "you are not allowed to update Secondary Quantity because: This is an Internal Order" always prompt and cannot be saved.
