Unable to make tax available for transaction after upgrade

Hi all,

We are testing application upgrade from 12.1.2 to 12.2.5. Completed the Tax (GST) setup & at the end when placing check mark on 'Make Tax Available for Transactions' & clicking Apply - no error observed but record is not saved & unable to enable  the tax.
