Should MFG and REPAIR ORGS be separate- Whats the best Practice?

Hi

Customer is in 11i and have only the manufacturing process implemented in their organization. Customer now wants to include a full fledged Depot Repair implementation along with the up-gradation to R12. The question is what is the best practice and Oracle recommendation- To have one inventory org for manufacturing and Repair business, or separate inventory org for Repair and Manufacturing. What are the implication on costing, ASCP planing etc for having one org Vs two different org. Any pointer, recommendation or whitepaper will be really helpful. We don't want to create just another separate org as it will have maintenance
