Manual Shipment Creation not working in otm 6.4.1

When i try to create manual shipment from Order Release, it looks for rates after entering Estimated Cost and Estimated Service Time. To build a manual shipment those two fields are enough with transport mode. The same design is working in OTM 635 and 637 but not in 641. Anyone come across this issue? When i plan the order in 641 'Unable to find feasible cost option since no RateEngineResults found!' error i'm getting which means OTM is evaluating the Rates it seems. Kindly share if anyone face similar issue in past.
