RDA displays blank screen on JDE Fat Client

For JD Edwards, EnterpriseOne, Ver 9.1, TR 9.1.5.7, All Windows Server 2008 R2, Database Oracle 11g,

All my fat clients work properly expect for one where when I get or check out a report spec to the fat client and open it in RDA.EXE (Report Design Aid) - the RDA screen is blank, that is, nothing displays.  If I go to another fat client, the specs display.  Event rules appear as expected.

What's going on?  Why does this happen?
