Set up an EM account for developer viewing purposes

I am required to provide a group of developers 'view' access to Oracle.  What this entails is somewhat confusing because the boundaries between database administrator and developer are sometimes confused.  I don't want to appear that I am holding anything back, but I also would like to prevent access to hurt anything.  I thought perhaps I could create an EM Viewing account that would give a view into the Oracle world - databases, listeners, hosts, etc. but only viewing.  I've created an Administrator account with EM_USER and PUBLIC Roles, but those really are empty.  The user I'm creating can see
