Here is the scenario I am trying to work through. The Work Order is sent for approval based on the Owning Department and Estimated Cost.

If Work Order Estimate is greater than 500 and less than 2000 and Department = X, it goes to approver responsible for department X.

If Work Order Estimate is greater than 500 and less than 2000 and Department = Y, it goes to approver responsible for department Y.

If Work Order Estimate is greater than 2000 and Department = X, it goes to approver responsible for department X.

If Work Order Estimate is greater than 2000 and Department = Y, it goes to approver responsible for department Y.
