Partlist getting attached only when start date is less than todays date

Hi All - I came across an issue where the part list is getting attached to the work order only when the WO start date is less than today's date(15-Feb-17). The lead time of the parent item is zero and I have a BOM which is effective only from yesterday(14-Feb)

Kindly help with understanding the reason for the same.
