Unable to insert values into value set

Hello Guys,

I am unable to insert or update any values in the value set. I am R12.2.5.

Referring to this note Flex field Value Set Security in R12.2 (Doc ID 2011055.1) , seems we need to create a role and provide grant to it.

Just wanted to check how to give grant to all the value sets and not a specific value set. The snapshots in the above document discusses adding values into the value sets.
