upgrade db 11.2.0.3 to 12.1.0.2

HI all,

while upgrading the db from 11.2.0.3 to 12.1.0.2 in EBS R12.2.4 it show error in alter log

Errors in file /u01/UAT/db/11.2.0/admin/UAT_malanpurtest/diag/rdbms/uat/UAT/trace/UAT_j003_29405.trc:

ORA-04045: errors during recompilation/revalidation of SYSTEM.EBS_LOGON

ORA-01031: insufficient privileges

from last one hour so is it the part of upgrade or it having some issue
