How to make sure that a request with input parameter Start Date / End Date is correctly rescheduled

How to make sure that a request with input parameter Start Date / End Date is correctly rescheduled the next month when different months have a different number of days. For instance, February has 28 days and March has 31 days

We want to schedule request Third Party Accrual From Resale Table with Start Date "the first day of the month" and end date "the last day of the month". This request needs to run on the 7th of the next month:
- For February data, the request runs with Start Date 01-FEB-2017 and End Date 28-FEB-2017 on March 7th
- For March data, the request runs with Start Date 01-MAR-2017 and End Date 31-MAR-2017 on April 7th
