Enabled Document Entities - FND_FORM_CUSTOM_RULES

Created Attachment Function for FNDCUSTM

Assigned 'Misc....' Document Category to Function

Block - FND_FORM_CUSTOM

Entity - FND_FORM_CUSTOM_RULES

Primary Key - FND_FORM_CUSTOM_RULES.ID

Still does not work. If this is expected behaviour which code is preventing this from getting enabled
