Vietnamese Language and Localization Support in E1 9.2

We are currently on E1 9.2, application and tools, and would like to implement E1 in our office in Vietnam. I know Vietnamese is not one of the 22 supported languages in E1 but does anyone have any experience implementing E1 in Vietnam and how did they handle the absence of the Vietnamese language? What about localizations such as VAT reporting and statutory financial reporting, are there local consulting companies that can provide that software? Can someone provide the name of any Oracle certified consultants in Vietnam?
