Application already exists error when deploying Planning application

I am attempting to use LCM to migrate an EPMA Planning application from one environment to another (first time migration). The source EPM version is 11.1.2.3 and the target is 11.1.2.4.

Here are the steps I have completed successfully:

- performed all installation and configuration steps required in the target

- created blank Planning application in the target using the Application Creation Wizard (later deleted it due to "application already exists error")

- created shell/blank Essbase application and DBs (1 DB for each of the 2 plan types) (later deleted these objects due to "Essbase application already exists" deployment error)

- created Planning data source

- exported Shared Library, EPMA Application Metadata, Calc Manager artifacts, Planning app artifacts, and Reporting and Analysis artifacts from the source (did not export artifacts related to users, groups, roles or security because these will be set up on the target)
