ST/OT Configurator order at cost (cost level 3)

I'm trying to have the ability to enter ST/OT transfer orders to an affiliate company at cost.  I know in the P4210 there is a processing option to use cost only or cost plus markup or base price.  So I set that to sell at cost and enter the ST/OT but the price that pops is not what I'm expecting.  This would normally just be the 07 (Sales/Inventory method) cost in the selling branch on that item.  The issue with this configured item is that it's set at cost level 3 (branch/item/location/lot) so every order has it's own cost.  So
