Why is a Requisition's final approver note that is entered not showing in the action history?

The actually question is about the Note to Approver.

As the final person was the Approver the note entered by this user was not shown, as there was not a next level approver that needed to review it. this will help us for tracing whom make a change or make any adjustment to be easy for the requester who make any change.
