Siebe Webservice URL load balacing

Currently Middle ware uses below 2nd URL to consume Siebel web services. In case the URL / Server is down / unavailable for some reason like Server Patching activity, then middle ware  cannot invoke the Siebel Services this is causing the Website applications not access Siebel.

How to perform load balancing in the above case. Can any one find me a solution.

1. http://XX.XXX.XX.XX/eai_anon_enu/start.swe?SWEExtSource=AnonWebService&SWEExtCmd=Execute

2. http://YY.YYY.YYY.YY/eai_anon_enu/start.swe?SWEExtSource=AnonWebService&SWEExtCmd=Execute
