Scheduling a Streamline Process -from start of prior run

I am scheduling a streamline process and marking "From the Start of the prior Run".  I want the process to begin at 8PM each time.  However the next process is getting scheduled after the last spawned job in this streamline, which is 15-17 minutes later.  This will cause my process to be continually moved further back from 8PM.  I could not find a bug or patch.  Has anyone encountered this and know of a solution?
