What date on the sales order does R42800 use to compare to Commission Effectivve Date

What date does R42800 use to compare against the commission effective date, Invoice date, order date, price effective date when calculating commisiions?

Trying to figure out why some records did not get written to the F42005 table and it looks like effective date is a culprit but it depends on what date it is being compared to on the order.
