How to apply COMBO PSU to a Data Guard setup with NO down time allowed

I have Data Guard setup and when look a the README,txt for the database and specially the .datapatch verbose part it says the COMBO PSU is not Standby first patchable. iT also shows in loading the Modifiable SQL that you do a startup migrate and another shutdown and startup.

Therefore, how do you apply the Combo PSU such as without any down time at all?

Patch 24917972 - Oracle JavaVM Component 12.1.0.2.170117 Database PSU

This patch is not Oracle RAC Rolling installable.

This patch is Database Vault installable. Review My Oracle Support Document 1195205.1 for details on how to apply this patch to a Database Vault environment.
